Letter from State Senator Jim Merritt

I know you have been anxious to know what is being done about the Indiana property tax crisis in Marion County. I have been actively involved in helping to find a solution and wanted to update you on today’s events.

Below is the news release describing Governor Daniels’ approach to a short term fix on the crisis we’re facing in Marion County. Much work is yet to be done.

I am interested in your opinion on long-term reform of our property tax system in the State of Indiana. Feel free to e-mail me your ideas on this important subject, and I will keep them in mind as we discuss long-term reform.

Mitch Daniels Freezes Taxes at 2006 Levels

 

Mitch Daniels made a statement today that is a 2 part fix.  It allows taxpayers to only pay what they paid last year.  He has also appointed former governor Joe Kernan to head a blue ribbon panel designed to do an investigation on ways to fix the problem.

There is also a whole lot of evidence that the whole assesment process had tons of errors.  The full report can be seen here.

Hopefully this is one way to solve the Indiana Property Tax nightmare.

Thank you for contacting my office.

I was also shocked and outraged at the massive increases in property taxes for our Marion County homeowners.  I, like some of you, will have to pay money to my escrow to help cover the cost of another tax increase.  These increases cannot continue. 

As a community, we benefit from the hard work and commitment of homeowners who have restored neglected houses and made older neighborhoods more attractive.  Also, our seniors should be able to stay in their homes that have provided them with great memories throughout the years, and young couples and families should not be forced out of their homes because of unaffordable property taxes.

I am currently having discussions with the Speaker of the House and members of the state legislature, as well as local government officials, to come up with a plan to address our tax problems.  We want a plan that will provide short term and long term relief.

“Major Moves” House Bill 1008 is Taxpayer UNfriendly because it authorizes the Indiana Department of Transportation to enter into public-private agreements with private entities (operators) concerning tollway projects for I-69 between Martinsville and Evansville. Four reasons your Indiana Property Taxes are Higher

The Marion County Treasurer’s Office says there are four major reasons why you may be paying more this time. One is the assessed value of your property is higher. Another is that the old business inventory tax has now been shifted onto property owners. The third reason is that the county owes $48 million this year on the state child welfare program and finally, the state tax credit dropped from 28 percent to 20 percent.

August 2002 Special Session of General Assembly

Transforms Landscape for Taxpayers

With the conclusion of the politically tempestuous special session of the General Assembly, Indiana taxpayers – businesses and homeowners – now must determine the impact of House Enrolled Act 1001 (ss) (“H.E.A. 1001”), the primary accomplishment of the session. After months of posturing, political in-fighting and debate about genuine philosophical differences, the Indiana General Assembly enacted H.E.A. 1001 on June 22, 2002, and the Governor signed it into law on July 1, 2002. While the ultimate impact on our state’s economy is presently the subject of much debate, the Bose McKinney & Evans Tax Group has taken the opportunity to identify a few of the more noteworthy provisions of H.E.A. 1001, and how the changes could affect business’ bottom line.

Tax Protests

A number of taxpayer groups have planned protests over increases in property taxes.

Sunday: “Black Sunday.”  Supporters will wear black to show unity and carry signs to “let them know how you feel” on holding local government accountable.  The rally will be at Monument Circle from 10am to 2pm.  Several groups seeking tax reform are organizing the event.

Monday: Hoosiers for Fair Taxation, which gathered at the governors official residence on July 4th, will hold a rally at 5:30 pm at the City-County Building in Downtown Indianapolis.  The group also is asking for volunteers to staff an information booth during Indiana Black Expo on July 21 and 22.

Town Hall Meeting

Join the Indianapolis Star and WTHR (Channel 13) for “Taxing Time: A Town Hall Meeting,: from 7:30 to 9pm July 23rd at University Place at IUPUI, 850 W Michigan Street.

A panel of elected officials and community leaders will answer questions and concerns.  WTHR will broadcast the event live.
